Port of San Francisco – Waterfront Resilience Program
San Francisco Public Works (Public Works) announces a Request for Proposals (RFP) on behalf of the Port of San Francisco (Port) for professional planning, engineering, design, and related services for the Waterfront Resilience Program (WRP) Preliminary Engineering and Design (PED) Project. The City intends to award two (2) contracts: one (1) for the northern Plan Area (PED-North) and one (1) for the southern Plan Area (PED-South). Proposers may submit a Proposal for one or both Plan Areas. A separate Proposal is required for each Plan Area.
The selected consultants will provide Pre-Construction Engineering and Design (PED) services to support the continued development and implementation of the Port’s Waterfront Resilience Program, including plan development, engineering and design, and design support during bidding and construction.
Contract Terms: The PED-North contract will have a not-to-exceed (“NTE”) amount of $65,000,000, and the PED-South contract will have an NTE amount of $50,000,000. Each contract will have an initial term of ten (10) years.
Pre-Proposal Conference: A virtual Pre-Proposal Conference will be held on Wednesday, October 14, 2026, at 10:00 AM, Pacific Time via Microsoft Teams Town Hall. Physical attendance will not be available.

Questions regarding the RFP shall be submitted by email to DPW ProContracts@sfdpw.org, no later than Tuesday, October 20, 2026, 5:00 PM PT.
Proposal Submission: Proposers shall log in and upload complete proposals into the SF City Partner Website, https://sfcitypartner.sfgov.org/nlx3/pages/index.aspx no later than 1:00:00 P.M. Pacific Standard Time on Friday, November 13, 2026. Consultants shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
Requirements.
Local Business Enterprise (LBE) Participation: The LBE subcontracting participation requirement for this RFP is 15% of the total value of services to be procured. Prevailing Wage Requirement: Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless they are registered with the California Department of Industrial Relations (DIR) at the time of award. Conflict of Interest: Proposers must comply with the conflict-of-interest requirements specified in the RFP, including disclosure of any actual or potential conflicts of interest.
