As described in the General Requirements, this is a reminder that you shall provide disclosure of any material change of ownership/control transactions, if applicable, and you shall include full disclosure of any potential conflicts of interest by the prime or any subconsultant based on the Department's Engineering Involvement Restrictions Guidelines. A consultant cannot be given the opportunity to provide work and services which may result in the consultant's reviewing or having contractual control over the review of its own work and services. Also, a consultant cannot be given the opportunity to shield and/or protect its work and services from evaluation and potential liabilities. Due to the recent Interim Final Rule (IFR) from the USDOT, reference to DBs in the General Requirements shall not include DBEs, WBEs, and MBEs. However, it will continue to include Veteran-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses. These entities were not impacted by the IFR. Nonetheless, there is no DB minimum participation level or goal for this contract. Lastly, please see the "Requirements" section for additional instructions that each firm shall follow.
The Pennsylvania Turnpike Commission will retain engineering firms for a project specific Open-end agreement for the services indicated below:
Provide construction inspection (CI) support on an as-needed basis for the roadway and bridge reconstruction from Milepost (MP) 61.60 to MP 66.60 in Penn and North Huntingdon Townships, Westmoreland County, Pennsylvania. Construction will include the total reconstruction of approximately five (5) miles of mainline Turnpike and extends from just east of Harvison Road (T-869) through the Irwin Interchange. The existing four (4) lane roadway will be reconstructed to accommodate three (3) 12-foot travel lanes in each direction, a 26-foot wide median, and 12-foot wide outside shoulders. Additionally, the project includes the widening and replacement of the following mainline Turnpike bridges:
Work at the Irwin Interchange will include the realignment and improvement of the internal interchange ramps; however, work at the Irwin Interchange will not include ramps onto and from SR 0030. Also included as part of this construction contract is the replacement of Bridge WB-513, MP 67.40 carrying Irwin Interchange Ramps B & C, a new bridge over the Turnpike located to the west of Bridge WB-513 for eastbound deceleration at Irwin Interchange, the lengthening or replacement of culverts, and any necessary drainage system modifications. Furthermore, this construction contract may include the construction of retaining walls, sound barriers, and stormwater management facilities.
The firms will provide construction inspection support on an as needed basis and report to the construction management team that is already in place. Each agreement will be for a maximum cost of $15,000,000.00 or for a sixty (60) month period, whichever occurs first with services assigned on an as needed basis. The number of required construction inspectors is contingent on the workload and may vary as the construction project proceeds.
The construction project is currently scheduled to be bid during the fourth quarter of calendar year 2028.

Provide construction progress photographic documentation that captures actual conditions throughout construction at pre-determined intervals (at least once every month) and at critical milestones. Index and organize the photographs by both time (date-stamped) and location. Provide as-built documentation of all systems following installation and inspection. Provide as-built structural condition documentation photographs prior to and following placement of concrete.
The selected firms will be required to keep records utilizing the PTC's Construction Documentation System (CDS) to document construction progress, prepare current and final estimates for contractor payment, prepare change orders, conduct monthly job meetings, provide liaison with affected parties, conduct final inspections, determine final payment quantities, and perform other duties as required. Information will be uploaded from the field sites to the Construction Documentation System (CDS) and Kahua (Construction Project Management Software | Kahua), the PTC's project collaboration and documentation system tool. All submittals, documentation, meeting minutes, and correspondence will be handled electronically via the PTC's project collaboration system. Eighty percent (80%) of the construction inspection staff assigned to this project must meet at least one of the following requirements:
The remaining twenty percent (20%) of the inspection staff assigned to this project shall meet the following education and experience requirements:
Education - Graduation from High School or equivalent certification or formal training. Completion of a training program in construction inspection approved by the Commission may be substituted for High School graduation.
Experience - One (1) year of experience in construction inspection or workmanship which requires reading and interpreting construction plans and specifications, or one (1) year of experience in a variety of assignments involving the testing of materials used in highway or similar construction projects. A two (2) to four (4) year engineering college degree may be substituted for one (1) year of experience.
Prepare and maintain a report documenting the qualifications of all construction inspection personnel assigned to this agreement.
The selected firms will be required to ensure that all employees and subconsultant personnel assigned to the agreement review all applicable PTC Quality Improvement Training website (Quality Improvement Training | PA Turnpike) topics that are applicable to their assignment(s) prior to starting the assignment(s). The selected firms will be required to develop a report documenting that all employees and subconsultant personnel working on the agreement have completed all applicable PTC Quality Improvement Training topics which are applicable to their assignment(s) prior to starting the assignments(s).
The selected firms will be required to invoice monthly using the PTC Vendor Portal (PTC Vendor Portal). The firms will also be required to submit a Quality Assurance Plan for their services.

In the Statement of Interest, in addition to project and management personnel, please clearly identify contact information of the person responsible for contract award notifications and responsible for negotiating and executing an agreement.
Provide the location of the office responsible for managing and performing the work and the location of the company headquarters (not simply a PA HQ but the corporate-wide HQ).
Provide an explanation of the roles of each subconsultant and the extent that each subconsultant will be used.
The construction management team for the project is already in place. The PTC considers its construction management team firms (either prime or subconsultant) to be similar to the Consultant Construction Management Support Services (CM) role that is shown in PennDOT's Publication 93, Section 1.5, Engineering Involvement Restrictions Matrix. There is not a conflict of interest for a construction management team member to also perform construction inspection; however, the Matrix does call out restrictions for Consultant Construction Management Support Services (CM) if it is also performing construction inspection, and the restrictions must be followed. If a construction management team firm (either the prime or subconsultant) is proposed to be part of a construction inspection team (either as a prime or subconsultant), the construction inspection prime should address the involvement restrictions on the last page of the construction inspection statement of interest stating that the prime has reviewed the Engineering Involvement Restrictions Matrix in Section 1.5 of Publication 93 to determine that there is not a conflict of interest for the construction management team firm in their role as part of the construction management team; however, if selected for construction inspection, the construction management team firm will not:
