DOU is inviting proposals to provide on-call monitoring, documentation, and compliance support services for the City’s Construction and Post-Construction Program. Services include construction site monitoring performed by certified Qualified SWPPP Developers (QSDs), Qualified SWPPP Practitioners (QSPs), and/or trained QSP Delegates (with applicable construction experience) in accordance with the California Construction General Permit, City standards, and project-specific SWPPPs or Erosion Sediment Control (ESC) Plans. The City will assign construction site visits across multiple construction projects in the City limits. The following tasks outline the scope of services. Workload is based on the active construction sites within the City’s stormwater program and can be variable. Workload is not guaranteed and may be spread across multiple contractors.
Each submittal must meet the requirements in Section 3A in addition to the qualifications to perform all tasks identified under each project component in Section 3B.

The following scope of work section details the requirements for the submittal. For each project component, the firm should address each scope of work task identified. A firm shall adequately demonstrate expertise in all listed tasks.
The anticipated project components and their associated tasks are summarized below:
Task 1: QSD/QSP Project Management / Construction Specialized Stormwater Services / Site Visits
• The Project Manager shall be responsible for overall coordination, communication, and managing site visit scheduling and qualified resource assignments to meet the City’s objectives;
• Certified Qualified SWPPP Developers and/or Qualified SWPPP Practitioners (QSPs) will provide oversight, and quality control of the City’s construction stormwater program support. Activities under this task include:
o Provide technical oversight of QSPs and QSP Delegates, including review of site visit reports, corrective action recommendations, enforcement documentation, and exhibits.
o Conduct site visits on an as-needed basis, including all follow-ups required when compliance concerns or deficiencies were identified during the previous week.
o Coordinate directly with the City’s Construction Program Manager and Environmental and Regulatory Compliance staff, ensuring timely communication and alignment with City expectations.
o Ensure compliance with all QSP Delegate requirements, QSD/P involvement procedures, and Stormwater NPDES Permit Construction Program obligations.
Task 2: QSP Delegate / Construction Specialized Stormwater Services / Site Visits
• Perform routine weekly stormwater compliance site visits across the multiple construction sites, consistent with program needs and permit requirements. Activities under this task include:
o Completing site visits during regular business hours.
o Conducting site walk-throughs with contractors to assess BMP installation, maintenance
