Snow & Ice Removal Services Region 3 - FLP
This small order purchase will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. Seller must quote all items in order to be eligible for award. Do not deliver or provide services until notified by department.
The Seller shall furnish all labor, supervision, equipment, vehicles, fuel, and de-icing materials to perform snow and ice clearance, de-icing, pre-treatment, parking lot plowing, and emergency call-out services at 11 library sites in Region 3. Services include clearing public sidewalks, entrances, steps, ramps, ADA routes, book-drop access, and emergency egress paths; applying de-icing materials (rock salt on standard surfaces, calcium/magnesium chloride on historic masonry and new concrete); pre-treatment when ordered; plowing FLP-owned parking lots at Tier B and C sites; and responding to ice call-outs within 2 hours. Work must comply with Philadelphia Code § 10-720 (36-inch cleared path within 6 hours after snowfall ends) and special site conditions for historic Carnegie branches and the Blanche A. Nixon stormwater management practice.

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
