Provide a Contractor-hosted COTS or SaaS Snowmobile Grooming Tracking System with GPS hardware and software to collect location, mileage, hours, speed, idle and trail-segment data, support offline collection and encrypted transmission via cellular and satellite, and deliver Android and iOS apps, a web portal, interactive maps, dashboards, CSV/Excel exports and a secure API to DNR's grants management system. The work includes a year-1 pilot for 1-2 clubs and 5-10 machines testing data collection, connectivity, reporting and reimbursement workflows, followed by statewide rollout to approximately 180 machines, plus implementation, integration with MiLogin, training, documentation, support, maintenance and transition services.
