The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.

This project could follow minor projects design procedures; consultant statements of interest, technical proposals, and prequalification packages must include details of their QC/QA plans specific to the minor project process (DM-1X Appendix AB).
Firms responding to this advertisement that are providing Right of Way services must be registered ECMS business partners and on the Department's current ITQ for acquisition consultants.

The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Part 1 is preliminary engineering for operational improvements to the Mayview Road and Lesnett Road intersection including roadway design, intersection alternatives analysis, retaining wall design, ASTA schedule, field surveys, right-of-way investigation and preliminary plan, permit research, public involvement coordination, environmental documentation, utility coordination and possible SUE, preliminary pavement, drainage, maintenance and protection of traffic, geotechnical, traffic signal and signing and pavement marking work. Part 2 is final design including TS&L submissions, interagency and erosion permits, final right-of-way, drainage, pavement, roadway and structure plans, utility coordination, traffic control, pavement marking and signing, safety review, value engineering and PS&E package. Part 3 is services during construction including shop drawing review, as-built drawings and consultation. Part 4 is other administrative activities for unforeseen work as directed.
