Documentation of good faith efforts to solicit subconsultants that are diverse businesses (DBs) shall be made by the Consultant and be subject to the concurrence of the Department. A list of the requirements constituting good faith efforts and additional information concerning DB participation in this agreement is contained in Pub. 442, Section 1.9, Diverse Business Participation for Non-Federally Funded Projects.
The engineering services and environmental studies identified above are the general work activities that can be expected under this Open-end Contract. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Contract.

- The Department of Transportation will retain an engineering firm for (1) open-end agreement for the services indicated below on various projects. The projects are administered by Engineering District 6-0 and are located in Engineering District 6-0. The Agreement will be for a period of 5 years. with projects assigned on an as-needed basis. The maximum amount of the Open-end Agreement will be 2,000,000 dollars.

- The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.

Provide project delivery assistance (PDA) to District Planning Unit for design to successfully deliver projects per Department Policies, regulations, etc.</p><p>Examples of assignments that are expected to be made include but are not limited to:</p><p>• Assist Plans Unit in implement modern technologies<br />o Non-destructive methods for evaluating various types of pavements<br />o Utilize drone technology where applicable<br />o Adoption of technologies leading to paperless future and machine readable data<br />o Assist with visual technologies to enhance presentations<br />o Support utilization of other technologies</p><p>• Reviewing submissions made to or by the Plans Unit<br />o Various permits (waterways, E&S, NPDES etc.)<br />o Preliminary & Final plans (roadway, structure, traffic, R/W, etc.)<br />o Environmental unit submissions (CEE, E&E scoping etc.)<br />o Assist with ADA, intersection, and other pavement feature design and/or reviews<br />o Reviewing submissions on locally led projects</p><p>• Assisting in obtaining clearances/approvals from internal teams or outside agencies<br />o D-419 utility clearance (may include coordinating with Utility companies)<br />o SUE and other exploratory tasks<br />o Railroad Clearance<br />o Permits (waterways, E&S, NPDES etc.)</p><p>• Assistance in completing various project tasks<br />o Attend field views<br />o Assist with hydraulic, drainage, and other design aspect of a project<br />o Attend meetings associated with projects<br />o Assist is development and review of project schedules </p><p>o Assist is various project survey tasks</p><table border="0" cellpadding="0" cellspacing="0" style="display: none;"> <tbody> <tr> <td> </td> </tr> </tbody></table> <br><br> <p>The engineering work and services that may be required under this contract include, but are not limited to: perform field surveys, plot topography and cross sections, prepared submission for utility verification and relocations engineering, prepare all pertinent submissions and materials necessary for the Department to prepare the application to PUC and for the PUC field conference, attend and supply and required information for all PUC meetings and hearings during the design of the project, develop erosion control details and narrative, prepare right of way plans, complete structure designs include type, size and location reports, core boring layouts and foundation designs and reports, develop traffic control plans with narratives, conduct soils investigations and prepare soil reports, investigate utility involvement on the projects, provide material for and participate in value engineering reviews, coordinate contracts with railroad officials and procure railroad related costs, permits, and insurance, collect signal timing, accident data and other traffic flow data, document engineering study findings and activities, perform alternative analysis to assess and mitigate impacts, and prepare construction plans, specifications, and estimates.
