The Municipality will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Municipality's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.

This project may follow the Minor Project Procedures and the selection criteria in the advertisement will consider the quality of the consultants' QA/QC program.
If the estimated construction costs exceed $1,500,000.00 the selected consultant will not be eligible for construction inspection, Part 5 of this agreement would be readvertised under a new agreement and another consultant selected.
The Statement of Interest (SOI) document is limited to five (5) pages maximum.

The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 5 years.
The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. The project is located on US 522 at the intersection with T-555 Lenape Drive in Shirley Township, Huntingdon County. Part 1 (Preliminary Engineering) includes field surveys, alignment studies, preliminary right-of-way plan, utility investigation, design field view, permits, public involvement, safety review, environmental studies, project scheduling, project management and coordination. Part 2 (Final Design) includes field survey, utility coordination, right-of-way plan, final roadway design, plans, specifications, estimate submission, project scheduling, project management and coordination. Part 4 (Construction Support Services) includes shop drawing review and consultation during construction. Part 5 (Construction Inspection) includes construction inspection. Part 3 has no details listed.
