The Department of Transportation will retain a consultant firm for a project specific Open-end agreement for the services indicated below:
Deck Replacement on multiple structures located at Columbia and Northumberland Counties. This project may require outreach to the community leaders, stakeholders, businesses and residents to understand impacts during construction.
Preliminary engineering and/or preliminary design support services, final design and/or final design support services, construction support services and inspection services may be required for the following structures in

The engineering work and services that may be required under this contract includes but are not limited to:
These engineering services identified are the general work activities that can be expected under this Open-end / Project specific Agreement. A more detailed project specific Scope of Work will be outlined for each individual Work Order developed under this agreement. These projects may be required to be designed with digital delivery. All pre-bid files must be prepared and submitted electronically to be included in contract. These files include but are not limited to MicroStation files, Inroads files for surface, geometry, drainage, templates, corridors, and preferences.
The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.
The following factors, listed in order of importance, will be considered by the Department during the evaluation of the business partners submitting statements of interest:
This agreement may consist of preparation of the required environmental documents, hydraulic and hydrologic studies, permits, preliminary engineering, final design, construction services and bridge inspection reports. A specific project-related Scope of Work will be outlined for each individual Work Order developed under this Project Specific Open-end Agreement.
Specific activities may include, but not limited to:
Environmental Analysis - The areas of environmental study required under the Contract may include, but are not limited to: air quality; noise; energy; vibration; hazardous waste; surface water and ground water quality; tribal coordination; surface water and ground water hydrology; terrestrial ecology including threatened and endangered species; wetlands; soils; geology; farmlands; visual quality; socio-economic resources; cultural resources; Section 4(f) Evaluations; early coordination and; scoping correspondence; meeting minutes; public meeting and hearing presentations; visualization materials, handouts and displays; technical basis reports (TBRs) and/or technical files; preacquisition surveys; NEPA environmental documents; Section 106 documents; mitigation plans and reports; wetland and floodplain findings; and preliminary engineering plans, and remote sensing/mapping innovations. The format and content of all documents will be consistent with applicable State and Federal regulations, policies and guidelines. The level of environmental clearance will be determined when the Department has determined the course of action that will be pursued as a result of the environmental studies. The project team will be responsible for all investigations and public involvement to obtain the necessary level of National Environmental Policy Act (NEPA) approval.
Preliminary Engineering - The Preliminary Engineering services required could include, but not be limited to: field surveys, traffic counts and analysis, signing and lighting activities, hydrologic and hydraulic study, preliminary type, size, and location study, preliminary geotechnical engineering report, borings, preliminary right-of-way activities, utility investigation, SUE, preliminary drainage design, Section 102 Permits, NPDES, safety review/audit, preliminary traffic control plan, preliminary pavement design, typical sections, preliminary line and grade, design field view, public involvement, design exception approval requests, development of miscellaneous construction details, project scheduling, and project management and coordination.
Final Design - Final Design services will depend on the results of Preliminary Engineering and Environmental Analysis and could include, but not be limited to: supplemental surveys, waterway permits, NPDES, preliminary permitting, final geotechnical report, final roadway design, utility engineering, SUE, highway construction plans (including all also plans), final right-of-way plans, final plan checks, CPM/constructability review, value engineering reviews, specification and estimate submission, project scheduling, public involvement and coordination, and project management and coordination.
Services During Construction - Shop drawing review and consultation during construction. If design or design related problems are encountered during construction, the district will contact the design consultant to satisfy concerns or misunderstandings.
Bridge Inspection Reports - Inspection reports will include a title page (critical information), location map, inspection summary, updated form data (condition, appraisal, element, load rating and maintenance coding), field notes (descriptions) and applicate sketches (waterway, under-clear, etc.) and any bridge specific forms (rocker bearing, stone masonry arches, assigned load rating, F& F, truss, culvert, etc.). Bridge Inspection procedures outlined in PennDOT Publications will be followed, unless amended by the district. The selected firms must have currently certified staff members and inspection team leaders who are familiar with the current method of inspection, State and Federal coding, and the Department's Bridge Management System. The selected firm should also be proficient with analyzing bridges, verifying previous load ratings, completing new load ratings and the development of repair schemes. Inspection duties may include special inspection for bridge problems, storm events and post flood inspections, in-depth inspections, and partnering with Department inspectors. Bridge inspection frequencies vary depending upon structure type and condition.
The design of this project will be developed in English units and will conform to current applicable Department Design Manuals, Publications, Standards and Specifications. Deliverables will be provided as required by the Department of Transportation, FHWA, and all other involved agencies. Deliverables will be in electronic and hard copy. All pre-bid files must be prepared and submitted electronically to be included in contract. These files include but are not limited to MicroStation files, Inroads files for surface, geometry, drainage, templates, corridors, and preferences. Firms responding to this advertisement that are providing Right of Way services must be registered ECMS business partners and on the Department's current ITQ for acquisition consultants.

The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 10 years.
The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below.
The engineering services and environmental studies identified above are the general work activities that can be expected under this Open-end Contract. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Contract.
