After reviewing the information contained in the attachment, please submit all items requested within the Request for Proposal (RFP) by email to Jmellone@dpw.lacounty.gov or by fax to (626) 282-8312 no later than Wednesday, October 7, 2026. All bid proposals must be on company letterhead.

IMPORTANT NOTE: If you are unable to participate in this solicitation, please submit a “No Bid” response to: Jmellone@dpw.lacounty.gov. Proposals will be examined in accordance with the goals and objectives outlined in this RFP and will be evaluated to determine if training curriculum, manuals, approach, experience, and qualifications demonstrate that the Proposer is likely to meet or exceed expectations. Vendor must clearly demonstrate compliance with requirements: - Quality/depth of training content - Experience of trainers - Cost - Length of time in business of training and employee education - Responsiveness to each proposal requirements in this Bid Solicitation - Vendor will be disqualified if proposal is missing any of the items requested.
The training consists of an 8-hour program: 4 hours of classroom instruction covering the California Manual on Uniform Traffic Control Devices (CA MUTCD) Part 6, safety requirements, traffic control plans, flagging procedures, and regulations; and 4 hours of practical hands-on training including design, set-up, and removal of temporary traffic control devices, flagging demonstrations, and use of the Public Works Temporary Traffic Control Plan/Checklist form. The vendor must customize training based on specific divisional operations, supply training equipment (cones, flagger paddle, etc.), and provide training manuals, copies of the CA MUTCD Part 6 and Caltrans Flagging Instruction Handbook, and printed certificates of completion. Up to 20 classes of 20 students each will be trained, for a total of approximately 400 employees.
