LAWA seeks to establish a Request for Qualifications (RFQ) to identify FAA‑recognized Aircraft Rescue and Firefighting (ARFF) training providers capable of delivering Part 139.319 compliant annual certification, recurrent training, and live fire drills for LAFD ARFF personnel.
This procurement will ensure LAWA maintains full compliance with FAA Part 139.319 by securing qualified ARFF training providers capable of delivering federally mandated annual live fire drills, hands on equipment training, and ARFF curriculum as defined in FAA Advisory Circular 150/5210 17C. Establishing a vendor bench will allow faster scheduling, competitive pricing, and uninterrupted training availability.

Most California work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
