The County presents this "Request for Proposals - Quality Based Selection" (QBS) to describe its needs and those criteria which will be used to determine selection of services.
The selected consultant shall provide all professional engineering, environmental, surveying, permitting, utility coordination, and project management services necessary to develop the project through final construction plans and right-of-way acquisition documents in accordance with the GDOT Plan Development Process. The scope includes four phases: Phase I – Concept Development and Environmental Documentation (refine preferred concept, perform surveying, prepare Concept Report, develop cost estimates, conduct stakeholder coordination); Phase II – Preliminary Engineering (develop preliminary roadway, bridge, and drainage plans, complete streets features, railroad and utility coordination, prepare environmental documents); Phase III – Right-of-Way Plans (prepare right-of-way plans, legal descriptions, plats, support acquisition); and Phase IV – Final Design (prepare complete construction documents suitable for bidding, including final plans, specifications, cost estimates, and bid-ready deliverables). The consultant shall also coordinate with CSX Transportation, Watco, and other stakeholders, and provide project management including monthly progress meetings and reports.
