Enclosed is a Request for Qualifications from qualified engineering firms interested in working with the City
of McRae-Helena in its effort to undertake design and construction management of its Water, Wastewater,
Transportation and Environmental services.
To be considered, proposals must be received by 4:00 pm, October 30, 2026, at the McRae-Helena City Hall,
Attn: Mayor Mike Young, 25 S. First Avenue, McRae-Helena, Georgia 31055. All proposals must be sealed
and should be clearly labeled. Proposals received after the specified date and time will not be considered.
This selected engineering firm will be expected to work with the City of McRae-Helena to complete
preliminary engineering work associated with Water, Sewer, Transportation and Environmental Projects.
Please direct all questions to Mr. John Deep, City Manager , john.deep@mcraehelena.gov. Questions
should be submitted in writing by email no later than fifteen (15) calendar days before the deadline. Questions
will be answered via addendum only.

Background
This selected engineering firm will be expected to work with the City of McRae-Helena to complete project
planning, funding assistance and preliminary engineering work associated with Water, Sewer, Transportation
and Environmental Projects.
All activities must be performed in strict adherence to applicable federal and state regulations.
The selected firm will be expected to complete project planning, funding assistance, and preliminary engineering work. The scope includes preparation of comprehensive engineering plans with cost estimates, securing permits, preparing bid and contract documents, providing post-award services, construction supervision and administration, and construction close-out. The firm must also provide a professional services contract and a proposed implementation plan.
