The City of Monroe is located between Atlanta and Athens metro areas with a diverse population of about
16,270 per the most recent census, and serves as the county seat of Walton County. Monroe has a
Council/Administrator form of government with a mayor elected at large and eight (8) councilmembers,
who are elected by district or super-district. The mayor and members of the Council serve four-year terms,
which are staggered by election.
The City of Monroe will be accepting proposals to contract services for a professional & licensed services

administration services for the replacement of approximately 3.5 miles of pre-code ineffectively coated
steel natural gas main within the City of Monroe’s service area with new polyethylene natural gas main.

The consultant will design and oversee the replacement of approximately 3.5 miles of pre-code ineffectively coated steel natural gas main with new polyethylene natural gas main within the City of Monroe's service area. Work includes alignment and installation of a complete natural gas system, connections to existing gas main, abandonment of existing mains, and connection to existing services. The consultant will manage the design and bidding phase, including construction drawings, specifications, permitting, and coordination with jurisdictions. The consultant will also handle project management and contract administration, including NGDISM Grant reporting, and provide Resident Project Representative services to observe progress and quality of work during construction. The project covers 13 specific roadways and must comply with PHMSA and NGDISM Grant requirements.
