The City of Covington is soliciting sealed proposals from qualified contractors to perform floodplain restoration and improvement work for the Pace Street Floodplain Restoration Project located in Covington, Georgia.
Sealed bids must be delivered to City Hall, 2194 Emory Street NW, Covington, GA 30014, Attn: Maranna Gilbert no later than 10:00am on Tuesday, October 6th, 2026. Bids will be opened at 10:15 AM. A mandatory pre-bid meeting will be held on Thursday, September 3rd, 2026 at 10:00 am at the City Hall located at 2194 Emory St, Covington, GA 30014. A 5% Bid Bond will be required with bid. A Payment and Performance Bond in the amount of 100% will be required from awarded contractor.

These Technical Specifications are intended to supplement the Contract Documents for the Pace
Street Floodplain Restoration Project. In the event of a discrepancy between these Technical
Specifications and the Agreement, Bid Schedule, or other Contract Documents, the Contractor
shall notify the City Representative in accordance with Section 1.5 before proceeding with the
affected Work.
PART 1 – GENERAL
1.1 Intent
These Technical Specifications establish the minimum requirements for construction of the Pace
Street Floodplain Restoration Project. The Specifications are intended to supplement the
Drawings, Bid Schedule, Agreement, and other Contract Documents by defining the
requirements for materials, construction, administration, submittals, and project closeout.
The Contractor shall furnish all labor, materials, equipment, supervision, transportation, and
incidentals necessary to complete the Work in accordance with the Contract Documents.
1.2 Definitions
For purposes of these Technical Specifications, the following definitions apply.
City
The City of Covington, Georgia.
City Representative
The individual designated by the City to administer the Contract, observe the Work, verify
quantities, and communicate with the Contractor regarding project requirements.
Contract Documents
The Agreement, Drawings, Technical Specifications, Bid Schedule, Addenda, Change Orders,
and all other documents identified in the executed Contract.
Contractor
The individual, partnership, corporation, or other legal entity that has entered into the Contract
with the City to perform the Work.
