NOTICE TO PROSPECTIVE BIDDERS
Subject: Invitation to Bid on Division Contract
Project Description: DD00534
The North Carolina Department of Transportation is requesting bids for GRADING,
DRAINAGE, PAVING AND CULVERT work located on SR-1210 (PINEY GROVE
CHURCH RD.) in HALIFAX COUNTY.
Any firm that wishes to perform work on Division Purchase Order Contracts as either the
prime contractor or as a subcontractor on the project must be prequalified for the type of
work they wish to perform. Firms that wish to bid on these projects as the prime contractor
must be prequalified as a Bidder or PO Prime Contractor prior to submitting your bid.
Firms that wish to perform as a subcontractor to the prime contractor must be prequalified
prior to beginning work on the project. Information regarding prequalification can be

the Contractual Services Unit, a search of the Directory of Transportation Firms can be

You will only have one method of submission. Bids must be prepared and submitted
electronically through Bid Express®. Please see the Instructions to Bidders in the proposal
for further information. Bids must be submitted by 2:00 PM on Tuesday, October 27, 2026.
The work includes grading, paving, drainage, and structure work, specifically replacing Bridge No. 410021 over Martin Swamp on SR-1210 (Piney Grove Church Road) in Halifax County. The project involves installing a 29'-0" x 8'-3" aluminum box culvert, removing existing 3@112"x75" CMPA's, placing class 'I' rip-rap toe wall protection, incidental milling, asphalt concrete surface and base courses, pavement markings, erosion control, utility construction (relocating a water line), and reforestation. The contract time is 300 consecutive calendar days after the date of availability, with an intermediate contract time of 150 consecutive calendar days.
