IHS Markit (S&P Global) will provide POLK VIN-decoded vehicle registration data covering Colorado’s statewide vehicle population (exceeding 6 million records). The dataset includes specific Gross Vehicle Weight Rating (GVWR) classes (Classes 1–8) integrated directly with granular vehicle fuel-type sub-classifications (including Battery Electric Vehicles [BEV], Plug-in Hybrid Electric Vehicles [PHEV], Hydrogen Fuel Cell, and alternative fuel vehicles). The Mobile Sources Program (MSP) requires this data to identify zero-emission vehicles (ZEVs) and medium-/heavy-duty vehicles for compliance verification under the Colorado Clean Cars, Colorado Advanced Clean Trucks (ACT), and Clean Fleet Enterprise (CFE) statutory mandates.
