The result is a transformed market where more efficient products are all that may legally be sold in the Commonwealth of Massachusetts (Commonwealth).
The selected Contractor shall assist DOER in implementing the Appliance Standards Regulations and Guidelines by: developing educational materials for Covered Parties; verifying compliance of products that do not bear Proxy Standards by requesting and approving certification documentation; supporting outreach by distributing content and addressing stakeholder questions; measuring compliance and supporting enforcement through site visits, online audits, compiling contacts and compliance data, and providing a written report to the legislature by June 1, 2028; and recommending potential opportunities for efficiency standards by coordinating with regional and national organizations.
