The Built Environment ("BE") Program, within the Materials Management ("MM") Program at Oregon DEQ, is seeking information needed to chart accurate material flows (raw and finished building materials) into Oregon, including relevant intermediaries, from points of raw resource sourcing, manufacture, and global distribution routes into the Oregon market.

The selected contractor will provide access to supply chain intelligence tools, data, and analytical services to enable the agency to map, analyze, and understand global supply chains supporting building materials used or produced in Oregon. The contractor shall provide a secure commercially available solution capable of identifying supply chain relationships from resource extraction through multiple production tiers and supporting analysis of environmental and social risks. Tasks include: Task 1: Platform Access and Implementation – providing a cloud-based SaaS solution, ensuring cybersecurity compliance, configuring user accounts, providing onboarding, training, and technical support. Task 2: Supply Chain Mapping and Traceability – providing capabilities to map supply chains for building materials, tracing products from raw material to finished goods through multiple upstream supplier tiers, identifying suppliers and facilities, displaying relationships through interactive visualizations, supporting searches, identifying environmental and social risk indicators, and maintaining current information through regular updates. The contractor shall support the agency in developing supply chain maps for up to approximately 100 building material products.
