Applicants propose projects aligned with the Buy Local program, with deliverables organized by major goals/initiatives. The budget narrative requires itemization of: personnel and their hours or FTE allocation; fringe benefit rates for salaried employees; travel with destination, expense type, and justification tied to project objectives; equipment purchases or rentals costing $5,000 or more per unit; supplies and materials under $5,000 per unit; contractual or consultant services with hourly or flat rates and activity descriptions; other expenses such as meetings, communications, and data collection; and indirect costs either based on a federally negotiated rate or justified by the applicant.
