McMullen County, Texas (“County”), is requesting Statements of Qualifications (“SOQs”) from qualified professional engineering firms to provide engineering investigation, evaluation, design, permitting, construction-support, and related professional services for rehabilitation of an existing stormwater drainage system.
INTENT of RFQ:
The drainage system has experienced, or is suspected of having experienced, erosion, migration, or loss of fill and bedding sand/material surrounding reinforced concrete pipe (RCP). The condition may have resulted in loss of pipe support, void development, settlement, pavement distress, infiltration/exfiltration, structural deterioration, or other damage to the drainage system and adjacent roadway or property.
The County seeks a professional engineering firm with demonstrated expertise in:
Existing stormwater drainage systems;
Reinforced concrete pipe;
Pipe bedding and backfill systems;
Rehabilitation of stormwater drainage systems Internal and external pipe erosion;
Soil migration and piping;
Groundwater and hydrostatic effects;
Flood and backflow conditions;
Stormwater hydraulics and hydrology;
CCTV and underground infrastructure investigation;
Void and subsurface investigation;
Structural assessment of RCP;
Trenchless and conventional pipe rehabilitation;
Design of permanent erosion-control and pipe-support measures; and Construction inspection and administration.
The selected firm will initially be retained to investigate and evaluate the existing system and develop recommended rehabilitation alternatives. Additional services, including final design, permitting, bidding assistance, construction administration, and construction inspection, may be authorized by the County as appropriate.
PROCUREMENT METHOD
This solicitation is being conducted as a Qualifications-Based Selection (QBS) for professional engineering services pursuant to Texas Government Code, Chapter 2254. The County will evaluate firms based upon demonstrated competence and qualifications to perform the required professional services. No fee or price information shall be submitted with the Statement of Qualifications. The County will first rank firms based upon qualifications. The County intends to select the highest-ranked, most highly qualified firm and then negotiate a detailed scope of services and a fair and reasonable fee with that firm. If the County and selected firm cannot successfully negotiate a contract, the County may terminate negotiations and proceed to the next highest-ranked firm in accordance with applicable Texas law.
McMullen County expects this project to be funded, at least in part, by the Federal Emergency Management Agency’s (“FEMA”) Public Assistance program and FEMA Hazard Mitigation Grant Program, administered through TDEM. Compliance with all Federal Contract Clauses is a must.
