Enclosed is a Request for Quotations (RFQ) for Cook Services for The US Embassy in Bogotá, Colombia**.** If you would like to submit proposal, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on October 22, 2026 at 10:00 AM (local time) at the US Embassy Bogota- Carrera 45 No. 24B- 27. Prospective offerors should write an e-mail to BogtaGSOcompras@state.gov by October 15, 2026 at 14:00hrs, for additional information or to arrange entry to the building.
The contractor shall perform food services work for the U.S. Embassy Bogotá Marine Security Guards at the Marine Security Guard Residence (MSGR), providing all managerial, administrative, and direct labor personnel necessary to accomplish the work. Services include daily cooking and serving on a Monday–Friday basis: breakfast (7:00–9:30 AM), lunch (11:00 AM–1:30 PM), and dinner (5:00–7:30 PM) for 14 Marine Security Guards, yielding 21 to 36 meals per day. The contractor shall develop and maintain a 20-day menu cycle offering six meal options daily (two breakfast, two lunch, three dinner options) accommodating diverse cultural, religious, and health dietary requirements. Kitchen cleaning, all dishes and appliances must be cleaned after each meal with minimal disruption. The contractor shall designate a supervisor with sufficient English language skills as the on-site focal point and implement quality control inspections regularly. Work schedules shall not exceed 40 hours per week per employee to preclude overtime. The contractor shall maintain discipline and standard of conduct at the site, provide appropriate uniforms/attire approved by the Contracting Officer's Representative, comply with all food handling and sanitation requirements per FDA, USDA, and Codex Alimentarius standards, conduct food facility and water inspections, provide employee health and safety training (including ServSafe certification), maintain a Food Service Management System, control inventory with first-in-first-out rotation, and maintain a minimum 30-day supply of frozen, canned, and dry foods. The contractor shall provide monthly quality control and vulnerability assessment reports, track daily meal headcounts, submit monthly menu acceptability reports, maintain HACCP plans, document food safety procedures, and implement green programs for waste minimization.
