The Southeast Louisiana Veterans Healthcare System (SLVHCS) requires triennial system testing of the entire electrical distribution system in accordance with VHA Directive 1028. The areas include the New Orleans VA Medical Center at 2400 Canal St, New Orleans, LA 70119, and the St. John VA Clinic (CBOC) at 4004 West Airline Highway Reserve, LA 70084 5712. All work shall be performed to ensure a clean, safe, functional, and compliant environment for Veterans, visitors, and staff.
Notice of Total Service-Disabled Veteran Owned Small Business Set-Aside applies to all items in this solicitation. Interested persons may submit quotes, and all eligible quotes must be received prior to the response date listed on FBO to be considered by the Government. This solicitation is 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS.

The contractor shall provide all labor, materials, equipment, supervision, and documentation necessary to perform comprehensive electrical system testing, maintenance, evaluation, and one-line drawing updates for the SLVHCS main facility, Fisher House Building 'S', four Shotgun House Buildings (Building R), and one VA-owned clinic. The base year includes mandatory electrical system testing, maintenance, and analysis for all specified buildings; maintenance and inspection of medium voltage systems (>600V), low voltage equipment (<600V), and infrared scans; testing, inspection, maintenance, and VA employee training for twenty-eight (28) operating room LIM panels; replacement of up to forty (40) failed Transient Voltage Surge Suppression (TVSS) modules; and immediate repairs and firmware updates for distribution systems, breakers, transformers, panels, and ATSs. All work must comply with VA Directives, NETA Specifications, OSHA, and NFPA requirements.
