In particular, the older set excludes the Building 1D TN branch, while the newer set shows TN-LBSW; please confirm its current testing scope. They are allowed to be shared to subcontractors. TN-LBSW is to be included.
Existing source files and reports: Are native CAD drawings, the previous triennial test report with equipment lists/results, and the existing coordination/arc-flash study and native model files (SKM, ETAP, or EasyPower) available? If so, please advise how bidders may obtain them and any permitted-use restrictions. We understand that updated PDF/CAD drawings and study deliverables are required, but have not confirmed what existing source files VA will furnish. See attached drawings/report.
Switching and staffing: Who is responsible for medium-voltage switching, isolation, lockout/tagout, and restoration during the Saturday outage? Will a VA electrician be assigned to each shift, and what support or equipment, if any, will VA provide? VA personal will be there to attend the Saturday outage. All equipment needed for testing is to be supplied by the contractor. VA electricians will be assigned to each shift.Â
Facility and equipment scope: Please provide the complete list of facilities added since 2017 and the associated equipment to be included, with building/equipment identifiers mapped to the drawings. The SOW's Day 12 plus TBD entry mentions the parking structure but does not provide an exhaustive list. The new parking garage. Please see attached for diagram.
Badging and background checks: The solicitation incorporates FAR 52.204-9 and VAAR 852.204-70/852.204-72. Please confirm the Reno-specific credentialing and background-check requirements, applicable position/risk designation, required forms and sponsor/contact, expected processing lead time, and whether any interim or escorted access is permitted. Contractors are to check in with the police at the start of each shift for badges.
The contractor shall test the electrical distribution system at the VA Sierra Nevada Health Care System facility at 975 Kirman Ave, Reno, NV. Testing includes medium-voltage switches (oil-cooled), liquid-filled transformers (primary 24.9kV), circuit breakers 225A and above, feeder cables, and air-cooled transformers (primary 480V). Work includes functional tests, system function tests, photography (standard and infrared), an overcurrent protective device coordination study with updated one-line diagrams and arc flash hazard analysis, and a final written report. All work shall comply with ANSI/NETA MTS, VHA Directive 1028, and applicable codes. The contractor is responsible for switching of the medium-voltage system (25kV). Electrical testing shall be performed during off-hours (6:00 PM to 6:00 AM, weekends, federal holidays); photography during normal hours.
