The Agency is seeking an appropriately qualified vendor to use ground-based LiDAR equipment to scan trees located on the city's rights-of-way and use a machine learning-based data processing approach to produce a street tree inventory as well as 3D digital model of the city's trees. This Request for Bids is released through PASSPort, New York Citys online procurement portal. Responses to this CSB must be submitted via PASSPort.

The vendor must use ground-based LiDAR equipment with a 360-degree spinning laser, camera, and GPS receiver to scan trees located in the city's rights-of-way across approximately 8,000 linear miles of roadways during the leaf-on period (mid-May to mid-September). Data capture must achieve a minimum point density of 1,000 points per square meter and be positioned in NAD 1983 StatePlane New York Long Island FIPS 3104 (Feet) coordinate system. The vendor must process LiDAR and imagery data using artificial intelligence and machine learning algorithms to deliver a comprehensive street tree inventory in ESRI-compatible file geodatabase format with required metrics including tree height, diameter, crown volume, crown height, leaf area index, health condition (Excellent, Good, Fair, Poor, or Dead), dieback percentage, lowest limbs height, overhead wire information, and ForMS attributes. The vendor must create a digital twin—a virtual 3D model of each tree and surrounding streetscape accessible through an interactive interface allowing dynamic exploration and 3D visualization in ArcGIS Online. The vendor must develop and implement a comprehensive quality assurance/quality control plan, conduct field verification and ground-truthing, and provide a detailed final report documenting data acquisition methodology (if applicable), processing and analysis methodologies, metadata, technical glossary, and high-level summary statistics by jurisdictional and geographical boundaries. The vendor must engage in bi-weekly meetings with the Parks project team, submit a workplan within 3 weeks of contract start with target completion dates and QA/QC approach, and present findings in an in-person final presentation meeting. All deliverables must comply with City security standards and accessibility requirements.
