What the bond actually guarantees
Washington registers appraisal management companies — the firms that recruit and oversee appraisers for lenders — through the Department of Licensing under chapter 18.310 RCW. The state conditions registration on a $100,000 surety bond so the appraisers and consumers an AMC affects have a financial backstop.
Under RCW 18.310.040, each applicant files and maintains a bond with a penal sum of at least $100,000, executed by the applicant as obligor and an authorized surety, running to the State of Washington for the use and benefit of the state and any person with a cause of action against the obligor under the chapter, conditioned that the AMC will faithfully conform to the chapter and its rules.
It’s a three-party arrangement: you (the principal/obligor), the surety, and the State of Washington as obligee. If an AMC violates chapter 18.310 RCW and someone is harmed, they can recover against the bond — and if the surety pays, the AMC repays the surety. The statute also lets the director accept a cash bond in lieu if surety bonds aren’t readily available.
