What the permit bond actually covers
Texas allows certain loads to exceed the legal axle and gross-weight limits by a set tolerance under a permit issued through Transportation Code Chapter 623 and administered by the TxDMV Motor Carrier Division. Because a tolerance-weight load still puts extra stress on pavement and bridges, the Department requires a $15,000 surety bond.
The bond is a road-and-bridge-damage guarantee: it's payable to the state, and to any county or municipality whose roads your permitted vehicle travels, for damage the vehicle causes — up to the $15,000 limit. It is a three-party arrangement among you (the principal), the surety, and TxDMV with the affected road authorities.
These permit bonds in Texas generally run on an annual cycle. If the surety pays a damage claim, you repay the surety — carriers who stay within their permitted weights and routes treat the bond as a permit formality, not a risk.
