When a contractor works inside a City of Irving right-of-way — cutting pavement, boring under a street, building in a public alley or sidewalk — Irving Code of Ordinances § 34A-8(a)(6)f.1 conditions the permit on a $50,000 surety bond, fixed by the city's own pre-printed bond form and filed with the Capital Improvement Program Department before work begins.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Irving (the obligee), protecting the traveling public and the city's infrastructure. If the contractor damages the right-of-way, abandons the work, or fails to restore it, the city can recover its cost against the bond.
It is not insurance for you — if the surety pays the city, you repay the surety. The bond stays on file for as long as construction continues, plus a full year after completion, so we track it and remind you before renewal is due.
