What the bond actually guarantees
The City of Houston, TX licenses house movers — businesses that relocate buildings across public streets — through the building official, and Code of Ordinances § 10-51 conditions delivery of that license on a $10,000 surety bond. The bond is a compliance guarantee: it stands behind the licensee’s conduct of the house-moving business in strict accordance with Article III of Chapter 10, and behind any damage to streets, curbs, gutters, water lines, fire hydrants and other public property caused by a move.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of Houston (the obligee), with the city and the traveling public protected. The bond also secures minimum liquidated damages of $50 per day for each day a house remains on a street beyond the time shown on the house moving permit, and it is not exhausted by a single recovery — claims can be made against it until the full $10,000 has been recovered.
It is not insurance for you — if the surety pays a claim, you repay the surety. The city also requires separate liability and property-damage insurance under § 10-52 before any house moving permit is issued. We issue the $10,000 license bond for $100 flat, with no credit section on the application.
