The City of Conroe, TX requires a permit before anyone peddles, hawks, solicits or transient-deals within city limits, and Code of Ordinances § 18-155(7) conditions that permit on a $1,000 surety bond filed with the director of community development. The bond is a compliance guarantee: it stands behind any damages a person suffers from wrongful, fraudulent or illegal conduct by the permit holder while engaged in the permitted activity.

It is a three-party arrangement: you (the principal), the surety carrier, and the director of community development (the obligee), with members of the public as the protected parties. If a permit holder’s wrongful or fraudulent conduct causes a claimable loss, the harmed person can recover against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. The ordinance keeps the bond in force for two years after your permit expires, so most applicants post it once and let it run. We issue it for $100 flat, with no credit section on the application.
