What the bond actually guarantees
The City of Houston requires anyone moving a building or structure within the city to hold a building mover permit, conditioned on a $3,500 surety bond. The bond is a public-property guarantee: it stands behind your compliance with the City's house-moving rules and protects city streets, utilities, and infrastructure during the move.
It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Houston (the obligee). If a mover damages public property or violates the moving permit terms, the City can recover against the bond.
It is not insurance for you — if the surety pays the City, you repay the surety. Movers who plan the route and follow the permit treat the bond as a permit formality, not a risk.
