The City of Austin licenses contractors who work in the public right-of-way through its Transportation and Public Works department. The $10,000 bond is a public-property restoration guarantee: it stands behind your obligation to repair pavement, sidewalks, and other City property you disturb, and to remove your equipment, fencing, and barriers when the work is done.
It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Austin (the obligee). If a contractor leaves the right-of-way damaged or fails to restore it, the City can recover its repair costs against the bond.
It is not insurance for you — if the surety pays the City, you repay the surety. Contractors who restore the right-of-way they disturb treat the bond as a license formality, not a risk. The bond must stay active for the life of your ROW license, so we track it and notify you 60 and 30 days out.
