Entergy Texas, Inc., a subsidiary of Entergy Corporation, is a vertically-integrated electric utility serving Southeast Texas — including Beaumont, Conroe, and Lufkin — outside the ERCOT competitive market, and is regulated by the Public Utility Commission of Texas (PUCT). Under PUCT rule 16 Tex. Admin. Code §25.24, a utility may require a customer without an established payment history, or one with a poor payment record, to post a security deposit capped at one-sixth of the customer's estimated annual billing, and Entergy's own account policy lets a customer satisfy that requirement with a surety bond instead of cash.

The bond is a guarantee to Entergy that your electric charges will be paid. If the account is closed with an unpaid balance, Entergy can recover against the bond up to the deposit amount, rather than against a cash deposit it would otherwise hold.
