Atmos Energy Corporation distributes natural gas across a large part of Texas, including its Mid-Tex and West Texas divisions, under tariffs it files with the Railroad Commission of Texas. Those tariffs incorporate the Commission’s gas-utility customer-service rules at 16 Texas Administrative Code § 7.45, which let a utility require a deposit from an applicant who has not established credit, and which cap the required deposit for residential service.
