What the right-of-way bond actually covers

Any work that touches the RIDOT state-highway right-of-way — excavation, grading, pavement cutting, driveway or curb cuts, or placing utilities like power, fiber, water, sewer, or gas — needs a RIDOT permit. The Department conditions the physical alteration permit (PAPA) and utility permit on a performance bond filed before work begins.

The bond is a performance and restoration guarantee: if the permittee damages roads, curbs, traffic signals, or utilities and fails to repair them, or leaves the right-of-way unrestored, RIDOT can draw on the bond to cover the cost of putting the right-of-way back in proper condition.

RIDOT sets the amount based on the scope and restoration cost of your project, under its State Highway Right of Way regulations and utility-accommodation rules.
