About this bond

What it is and who needs it.

What the pole attachment bond actually guarantees

Qwest Corporation, doing business as CenturyLink QC, owns and maintains telephone poles throughout its Oregon service territory. Before a cable, fiber, wireless, or other third-party provider attaches facilities to those poles, CenturyLink QC requires a pole attachment license agreement — and, as a condition of it, a surety bond.

The bond is a performance-and-payment guarantee: you (the principal), the surety carrier, and Qwest Corp. dba CenturyLink QC (the obligee). It backs your obligation to pay the attachment fees and charges due under the license agreement, and to indemnify CenturyLink QC for loss, damage, or claims arising from your attachment work — including removing or relocating your facilities when the agreement requires it.

It is not insurance for you — if the surety pays a claim, you repay the surety. CenturyLink QC sets the bond amount in the license agreement rather than a fixed statutory figure, so this bond is priced at 2% of the bond amount, with a $100 minimum, after a quick soft credit pull that never affects your score.

Qwest Corp. dba CenturyLink QC — Pole Attachment License AgreementThe bond requirement, and the amount itself, are set by Qwest Corporation dba CenturyLink QC in the pole attachment license agreement it enters with each attacher, not by a fixed statutory penal sum. The Oregon Public Utility Commission has general authority under ORS 758.035 to enforce joint use of poles and other facilities — prescribing reasonable conditions and compensation — when parties cannot agree, but we were unable to independently verify an Oregon statute or PUC order that fixes a specific bond amount for CenturyLink QC pole attachments. Confirm the required amount, and any additional insurance or indemnity terms, in your CenturyLink QC license agreement — request or renew one at Poles@CenturyLink.com.
