What the license-dealer bond actually covers

Oklahoma sells hunting and fishing licenses through a network of license dealers — sporting-goods stores, bait shops, marinas, and outfitters. The Department of Wildlife Conservation issues those licenses to dealers on consignment: title to the licenses, and to the proceeds when they sell, stays with the Department until you remit.

Because a dealer is holding the state's money and the state's license stock, the Department's rules (OAC Title 800, Ch. 1, Subch. 13, under the authority of 29 O.S. §4-203) condition the dealership on a surety bond. The bond stands behind your duty to keep license proceeds separate and remit them to the Department.

If a dealer fails to account for or remit proceeds, the Department can recover against the bond — and if the surety pays, you repay the surety. The Department sets the amount based on the volume you handle; we issue that figure at a flat 3% with no credit check.
