What the bond actually covers

Kansas sells most hunting and fishing licenses through a network of license agents — retailers, bait shops, sporting goods stores, and outfitters appointed by the Department of Wildlife & Parks. When you sell a license you collect the state's fee on its behalf, and the department wants a guarantee that those fees come back to it.

Under K.S.A. 32-930, a license agent acts as a custodian of the money it collects and must account for and pay over the license fees. A surety bond is the financial backstop: if an agent keeps or loses fees that belong to the state, the department can recover against the bond.
