The City of Youngstown registers specialty contractors and conditions that registration on a $10,000 surety bond, filed alongside a State of Ohio specialty contractor's license (under O.R.C. Chapter 4740) and proof of liability insurance. The bond is a City-and-public-protection guarantee standing behind your compliance with the City's registration requirements.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Youngstown (the obligee). If you fail to comply with the City's requirements and someone is harmed, the City can recover against the bond — and if the surety pays, you repay the surety.
