This is the reduced $15,000 version of the Ohio STS service provider bond under ORC Chapter 3718 and OAC 3701-29-03. It applies to a service provider who also holds an STS installer registration.
The reduction recognizes that a dual-registered contractor already maintains an installer bond ($25,000 or $40,000), which provides part of the financial security. Rather than stack a full $25,000 service provider bond on top, the rules let the service provider piece drop to $15,000.
The bond still provides financial security for enforcement of the registration law and is statewide — a local health district may not require an additional service provider bond. It must stay active for as long as you are registered as a service provider.
