What the bond actually guarantees

Mississippi controls vegetation on state highway right-of-way, including the trees and brush that can grow up in front of legally erected billboards. Under the right-of-way vegetation program, you need a permit from MDOT before you cut or trim any vegetation on the right-of-way to restore a sign's visibility — and that permit is conditioned on a $5,000 surety bond.

It's a three-party arrangement: you (the principal), the surety carrier, and the Mississippi Department of Transportation (the obligee). The bond guarantees you'll follow the permit's terms — clearing only what's authorized, restoring the right-of-way, and not damaging the highway or other property.
