The City of Minneapolis licenses tow truck operators under Chapter 259 of the Minneapolis Code of Ordinances, enforced by the Division of Licenses and Consumer Services within the Department of Regulatory Services. The license is conditioned on a surety bond — $10,000 for this towing / servicing class.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of Minneapolis together with the public (the protected parties). The bond backs your compliance with the city’s towing rules — proper handling of towed vehicles, fees, and consumer protections — and harmed parties can recover against it.
