What the sidewalk/curb bond guarantees

The City of Rochester licenses contractors who build and repair sidewalks, driveways, curbs, and gutters in the public right-of-way through its Public Works Department. The license is conditioned on a $10,000 contractor bond that must be on file before any permits are issued.

It is a three-party arrangement: you (the principal), the surety carrier, and the City of Rochester (the obligee). The bond backs your obligation to build to city standards, restore the right-of-way, and follow the permit conditions — and the city can recover its costs against the bond if you fall short.

It is not insurance for you — if the surety pays the city, you repay the surety. The annual license expires December 31; we issue the city’s required $10,000 amount at a flat 3% with no credit check.
