The City of Flint licenses pawnbrokers through the City Clerk's Licensing Division under Flint Code of Ordinances §12-53.1, which conditions the license on a $3,000 surety bond. The bond is a consumer-protection guarantee: it stands behind your honest dealing with customers who pledge property for loans.

It is a three-party arrangement: you (the principal), the surety carrier, and the City of Flint (the obligee), with your pawn customers as the protected parties. If a pawnbroker violates the ordinance or mishandles a customer's pledged property, the harmed party can recover against the bond.
