What the highway use bond actually covers

A highway use permit is the Bay County Road Commission's general authorization to work in or use the county road right-of-way — and the Commission conditions it on a surety bond. The bond backs your obligation to follow the permit's terms and leave the right-of-way as you found it.

It is a three-party arrangement: you (the principal), the surety carrier, and the Bay County Road Commission (the obligee). If your use damages the right-of-way or you fail to meet the permit's conditions, the Commission can recover against the bond.
