What the construction permit bond actually covers
When you build inside the Bay County road right-of-way — a driveway approach, a utility cut, a culvert, grading, or drainage — the Bay County Road Commission issues a construction permit and conditions it on a surety bond. The bond backs your obligation to build to the Commission's standards and restore the right-of-way.
It is a three-party arrangement: you (the principal), the surety carrier, and the Bay County Road Commission (the obligee). If the construction is left non-conforming or the road is damaged and not repaired, the Commission can recover against the bond.
