A facility that lives in the county right-of-way — a utility line, a pipeline, a sign, an irrigation crossing — has to be kept up over time. The Bay County Road Commission issues an operation-and-maintenance permit and conditions it on a surety bond, so the facility is maintained and the right-of-way is restored if it is removed.
