St. Joseph County requires that any water well be installed by a well-drilling contractor registered with the St. Joseph County Department of Health. Registration is conditioned on a $10,000 surety bond filed with the department's Environmental Health division.
It's a three-party arrangement: you (the principal), the surety carrier, and St. Joseph County (the obligee), with property owners and the county's groundwater program as the protected parties. If a driller's work violates the county's well-construction or water-quality requirements, a claim can be brought against the bond.
