What the blanket bond actually covers

INDOT controls the state highway right-of-way under IC 8-23 and conditions every permit on a surety bond. If you do right-of-way work for INDOT routinely, posting a fresh bond for every permit is tedious — a blanket permit bond covers all your INDOT right-of-way permits for the year under one bond.

The blanket bond guarantees the same thing the single bond does — that you do the permitted work to the department’s standards and restore the right-of-way — but across every permit you hold. INDOT sets the blanket amount based on your volume and the scope of work you typically perform.

Because INDOT wants the principal’s wet-ink signature on the original, we mail the executed bond to you to sign and file (and email a copy the same day). If you damage the right-of-way under any covered permit, INDOT can recover against the bond — and if the surety pays, you repay the surety.

IC 8-23 • INDOT blanket bond formINDOT regulates state highway right-of-way work under IC 8-23 and offers a blanket permit bond that covers all of a permittee’s right-of-way permits rather than bonding each one. INDOT sets the blanket amount based on the permittee’s volume and scope of work, and requires the principal’s wet-ink signature on the original bond before filing. Confirm your amount with the INDOT district.

You need this bond if you are

A utility or site contractor pulling INDOT right-of-way permits regularly across the year
A road or excavation firm that wants one bond instead of bonding each permit
A utility company with ongoing INDOT permit activity in the right-of-way
Any frequent INDOT permittee the department lets bond on a blanket basis

FAQs

Common questions.

If yours isn't here, the bond team can usually answer within the hour.

How much is the INDOT blanket ROW bond? +
The premium is a flat 3% of the bond amount, with a $275 minimum. INDOT sets the blanket amount based on your volume and scope of right-of-way work — enter that figure and the quote updates.
Why is this one mailed? +
INDOT requires the principal’s wet-ink signature on the original blanket bond before it is filed, so the executed original is mailed to you to sign and file. We email a copy the same day so you can see exactly what is coming.
Blanket vs. single permit — which is cheaper? +
If you pull INDOT permits often, a blanket bond is usually simpler and can be cheaper than bonding each permit separately. If you only have one project, a single permit bond is the right fit. Match it to your permit volume.
Is there a credit check? +
No — the standard blanket bond is issued with no credit pull. Larger bond amounts may get a quick soft-pull review, which never affects your credit score.
What does the bond guarantee? +
That you do the work under each covered permit to INDOT’s standards and restore the right-of-way. If you fail to, INDOT can claim against the bond — and if the surety pays, you repay the surety.
