What the bond actually guarantees

Indiana regulates the disposal of waste tires under IC 13-20-14 and the solid-waste rule at 329 IAC 15. A person may not act as a waste tire transporter — hauling waste tires to storage, processing, or disposal — without registering with the Indiana Department of Environmental Management (IDEM).

To register, a transporter must submit at least $10,000 of financial assurance, commonly a surety bond, payable to IDEM and conditioned on faithful performance of the registration and IC 13-20-14. The bond backs proper handling and manifesting of the tires — a guarantee you won’t dump them or skip the manifest paperwork.

It is not insurance for you — if IDEM recovers against the bond, you repay the surety. Transporters who manifest and dispose of tires correctly treat the bond as a registration formality. The $10,000 is fixed by the rule, so the price is a flat $300 — we issue it with one soft credit pull that never affects your score.

No. You pay $300 — the flat 3% of the bond amount. The $10,000 is the surety’s maximum liability to IDEM if you fail to perform; it is not a deposit, and nobody holds your money.
